The Oracle ULA Certification Guide

ULA certification is the moment unlimited deployment becomes a fixed perpetual entitlement. Whatever you certify, you keep; whatever you fail to count, you lose. Oracle controls the rules on what qualifies as deployed and installed, so an unprepared certification routinely converts far less than the organisation actually runs. This guide explains how to certify the maximum defensible number.

Executive summary

Certification is the single most consequential event in the life of an Oracle Unlimited License Agreement. During the term the organisation deploys freely; at certification it declares how much of each covered product it has deployed, and those declared quantities become perpetual licences. The certified number is permanent. There is no second chance: deployment that is not captured and defended at certification simply does not convert, and the organisation will have to license it again later at full price.

The difficulty is that Oracle controls the framing of what counts. Its definitions of deployed and installed can exclude development and test environments in certain configurations, disaster recovery instances that are not actively processing, deployments in entities or territories outside the agreed scope, and capacity that the organisation considers live but that Oracle treats as dormant. A certification prepared in the last few weeks of the term, against an incomplete deployment record, almost always understates the true position and leaves perpetual value on the table.
